The standard ISO 17516 defines microbiological limits for cosmetic products. 

Accordingly, in cosmetic products for children under 3 years, for use on the eye, and on mucous membranes

  • the total number of aerobic mesophilic microorganisms (bacteria, yeasts, and molds) must not exceed 200 colony-forming units per g or ml. 
  • the four specified microorganisms Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, and Candida albicans must not be detectable in 1g or 1ml of product.

For all other cosmetic products, the limit for the total number of aerobic mesophilic microorganisms (bacteria, yeasts, and molds) is 2000 colony-forming units per g or ml. The specified microorganisms must not be detectable there either.
