New SCCS Opinion on Salicylic Acid in Cosmetics – December 2022
With the Opinion SCCS/1646/22, the EU's scientific committee has addressed the safe use of the preservative salicylic acid in cosmetics as per the Regulation (EC) 1223/2009. This opinion was created due to the fact that salicylic acid is suspected to act as a potentially endocrine substance.
Essentially, the following questions were answered:
- Use as a preservative: safe usage concentration up to a maximum of 0.5%
- Use for other purposes: safe usage concentration of up to 3% (rinse-off products) or up to 0.5% to 2.0% (other products)
The SCCS concluded that based on the current state of knowledge, safety is not guaranteed when the maximum values are fully utilized and suggests restrictions.
