Re-regulation of Siloxanes D4, D5, and D6 in Cosmetics Expected
The European Commission is discussing a draft to amend Regulation (EC) No 1907/2006 (REACH Regulation) regarding the use of siloxanes in cosmetics.
The following changes are essentially being discussed:
- Octamethylcyclotetrasiloxane (D4)
Currently and planned: leave-on products > ban / rinse-off products > ban
- Decamethylcyclopentasiloxane (D5)
Currently: leave-on products > no restriction / rinse-off products > max. 0.1%
Planned: leave-on products > max. 0.1% / rinse-off products > max. 0.1%
- Dodecamethylcyclohexasiloxane (D6)
Currently: leave-on products > no restriction / rinse-off products > no restriction
Planned: leave-on products > max. 0.1% / rinse-off products > max. 0.1%
The adoption of a draft is expected in the 4th quarter of 2023. With corresponding implementation deadlines, this regulation will then also be valid for cosmetics under Regulation (EC) 1223/2009.
