Extended Fragrance Declaration Cosmetics – Regulation (EU) No. 2023/1545
With the adoption of Regulation (EU) No. 2023/1545 from July 2023, the number of fragrance substances that must be declared for cosmetics is significantly expanded. In addition to the currently mandatory 24 fragrance substances (alongside four prohibited substances), 56 more will be added.
The declaration requirement remains as before at 10 ppm for leave-on products and 100 ppm for rinse-off products. From these amounts, the fragrance substances must be listed in the INCI list of the cosmetic product in addition to the term "Fragrance." Newly added include, among others:
- Vanillin
- Camphor
- Menthol
- Pinene
Natural extracts are also being regulated for the first time.
