Formaldehyde-releasing agents in cosmetics: Sell-off period ends on 31 July 2026
Formaldehyde is prohibited as an ingredient in cosmetic products according to Annex II of Regulation (EC) No 1223/2009. However, certain approved preservatives can release small amounts of formaldehyde during storage or use. These so-called formaldehyde releasers protect cosmetic products from microbial growth, thus contributing to microbiological stability.
With Regulation (EU) 2022/1181, the threshold for the mandatory warning label was significantly lowered. Finished cosmetic products must carry the warning “releases formaldehyde” if the total concentration of formaldehyde released by preservatives exceeds 0.001 percent or 10 ppm.
The transition period for the first placing on the market of products according to the previous requirements ended on July 31, 2024. Such products could continue to be offered and sold on the Union market until July 31, 2026. From August 1, 2026, they may no longer be made available.
For responsible persons, manufacturers, and traders, it is therefore important to timely review existing inventories, formulations, and product labeling. It should be noted that although the deadline officially concerns labeling, formaldehyde releasers as preservatives are closely linked to the microbiological product safety.
