Testing of cosmetics for export to Saudi Arabia – GSO 1943
The GSO 1943:2024 (Cosmetic Products – Safety Requirements of cosmetics and personal care products) forms the legal framework for the marketing of cosmetics in Saudi Arabia and other Gulf states (e.g., Qatar, Oman).
This standard essentially contains requirements for:
- Product safety: All products must be safe under normal and foreseeable conditions; this is ensured through the prohibition of certain substances and laboratory testing
- Ingredients: There are specific lists for preservatives, UV filters, and colorants
- Requirements for product labeling
- Language requirements
- Compliance with Cosmetic GMP according to ISO 22716
It is important to note that this standard is essentially based on the requirements of the EU Cosmetics Regulation (EC) No. 1223/2009 or refers to this regulation regarding substance requirements. Deviations include, among others, the limits for heavy metals and the requirement that the presence of pork fats or derivatives in any cosmetics is prohibited.
