Legal requirements and fundamentals of cosmetic products - BVL

On the pages of the Federal Office of Consumer Protection and Food Safety (BVL), the legal framework conditions for cosmetics are clearly listed and literature is mentioned. Since 2010, Regulation (EC) No 1223/2009 has formed the central basis for all cosmetics placed on the market in Germany or the EU.

You will find on the BVL website:

• The current, consolidated version of Regulation (EC) No 1223/2009
• Claims Regulation (EU) No 655/2013 concerning advertising claims of cosmetics
• Technical document on cosmetic claims
• The National German Cosmetic Regulation (D-KosmetikV)
• Cross-product regulations such as the LFGB, Measurement and Verification Act, Prepackaging Ordinance, Aerosol Pack Ordinance
