Safety Gate: Prohibited substances in cosmetics remain in focus

Even in October 2026, the European market surveillance authorities reported cosmetic products that do not comply with the EU Cosmetics Regulation via the Safety Gate. Chemical risks from substances prohibited in cosmetic products were again in focus.

An example concerns a gel nail polish. Greece reported 0.77% Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide (TPO) in the product. TPO is a photoinitiator prohibited in cosmetic products. The substance can damage the reproductive system and the unborn child and cause allergic skin reactions. A recall from end consumers was ordered for the product.

In addition, the allergenic fragrance ingredient Butylphenyl Methylpropional (BMHCA, Lilial) remains relevant. In a hair styling product published on 15 October the prohibited substance was detected according to the ingredient list; the Czech authority ordered the destruction of the product. On 27 October another Czech notification followed concerning a cosmetic set, also because of BMHCA. Here too the destruction of the product was ordered.

Conclusion: The October notifications show that particularly older or non-compliant formulations containing now-prohibited ingredients continue to be the subject of European market surveillance. For manufacturers and retailers, consistent checking of formulations, INCI declarations and existing old stocks for currently prohibited substances therefore remains essential.
