Safety of Heliotropin

The Scientific Committee on Consumer Safety (SCCS) of the European Union has examined the safety of Heliotropin (CAS No. 120-57-0) in connection with a possible classification as reproductive toxicant. The outcome of the current assessment is of particular interest to the cosmetics industry, as Heliotropin is a regularly used fragrance ingredient.

After evaluating the available scientific data, the SCCS concludes that Heliotropin can be considered safe at a use concentration of up to 1.8% in perfumes for adults.

In the opinion, safety calculations for additional cosmetic uses were also presented. These include various product categories as well as products for children. According to the submitted margin-of-safety calculations (MoS), the resulting exposures would also fall within acceptable safety limits.

However, an official safety assessment for these additional application areas is not currently available. An extension of the assessment would require a new mandate from the European Commission and a separate SCCS opinion.

The current conclusions are likely to be taken into account in the future design of the planned omnibus regulation on CMR substances in cosmetic products. Companies using Heliotropin or related fragrance compositions should closely monitor further regulatory developments.

Particular attention should be paid to fragrances, perfume oils and plant extracts that may contain Heliotropin. A review of raw materials and, if necessary, analytical testing can help to assess potential impacts of future regulatory changes at an early stage and to ensure product safety in the long term.
