July 22, 2025 - Simplification of Regulation (EC) 1223/2009 planned - Proposal published

On July 8, 2025, the European Commission published a proposal for the simplification of the current EU Cosmetics Regulation 1223/2009.

This includes planned simplifications in processes and documentation requirements, intended to facilitate the work of cosmetic product manufacturers. The key adjustments:

New Article 14a to expedite the inclusion of new preservatives/colorants/UV filters
Article 15: Amendment regarding timelines for CMR substances
Article 16: Elimination of pre-notification for nanomaterials
Article 33: Cosmetic Glossary will be abolished and replaced by CosIng (online database)
