May 29, 2025 - Registration of Cosmetic Manufacturers in the USA
Manufacturers of cosmetic products are required, according to the Modernization of Cosmetics Regulation Act (MoCRA) of 2022, to register their production facilities with the Food and Drug Administration (FDA) if the products are to be marketed in the USA. Additionally, it is necessary to renew this registration every two years.
In addition to the registration of production facilities, the responsible person must also list each cosmetic product, including all ingredients, with the FDA and update this annually. Exemption regulations apply to certain small businesses.
The FDA may revoke registrations if there is an urgent suspicion of health damage caused by a cosmetic product, making the further marketing of all cosmetic products covered by this registration illegal in the US.
The FDA has issued a guideline to assist with the registration and listing of marketed products and additionally provides an online platform for the submission of registrations – The Electronic Submission Gateway next Generation (ESG NextGen).
