Current regulations of fragrances in cosmetics
The field of analysis and declaration of allergenic fragrances in cosmetics is currently undergoing significant changes. Generally, certain fragrances in cosmetics must be declared if they exceed a certain amount (10ppm for leave-on products, 100ppm for rinse-off products), and the use of individual fragrances is prohibited or will soon be prohibited.
For example, as of August 23, 2021, cosmetics containing the fragrances Atranol, Chloratranol, or Hydroxyisohexyl-3-Cyclohexene Carboxyaldehyde (Lyral) can no longer be sold. Additionally, starting from March 2022, a sales ban will also apply to the fragrance Butylphenyl Methylproprional (Lilial).
An amendment regulation is currently under discussion, with anticipated adoption in the first quarter of 2022, which will identify approximately 50-60 additional fragrances requiring declaration beyond the currently regulated ones. This is based on an SCCS Opinion, which concludes that declaring additional fragrances is necessary for preventive health protection.
