NewRegulationCyclomethiconeInCosmeticsExpected –RE (EC) 1907/2006

The use of cyclomethicones (primarily D4, D5, and D6) in cosmetic products has been regulated according to Regulation (EC) No 1223/2009 for some time. The current regulations are as follows:

·         Octamethylcyclotetrasiloxane (D4)

Prohibited in all cosmetic products

·         Decamethylcyclopentasiloxane (D5)

Rinse-off products: max. 0.1%; leave-on products: can be used without restriction

·         Dodecamethylcyclohexasiloxane (D6)

Can be used without restriction

A re-regulation of the REACH Regulation (1907/2006) is currently planned and is expected to be published at the end of 2023. This will restrict the use of D5 and D6 in all cosmetics (leave-on and rinse-off) to a maximum of 0.1%. This will be directly implemented in the Cosmetic Regulation.

Transition periods of approximately 3 and 5 years are anticipated.
