Minutes of the 30th meeting of the BfR Commission for Cosmetics published

The minutes of the meeting from April 2024 were recently published on the BfR website and are now freely available.

The 30th meeting of the BfR Commission for Cosmetic Products took place on April 11, 2024. The commission advises the Federal Institute for Risk Assessment (BfR) as a voluntary and independent expert panel on issues related to the health safety of cosmetic products as well as the regulation and amendment of the EU Cosmetics Regulation. It consists of 16 members appointed for a four-year term, who are distinguished by scientific expertise. Members are sworn to secrecy, and no conflicts of interest were identified.

The meeting began with the adoption of the agenda, followed by the approval of the minutes of the previous meeting. Reports on current developments within the BfR and the Federal Office of Consumer Protection and Food Safety (BVL) were presented.

A central topic was the safety assessment of cosmetic sprays. Various methods for exposure assessment were presented, including the Respicon model, which simulates realistic conditions for aerosol inhalation. The commission noted that these methods provide a good basis for the risk assessment of cosmetic sprays.

Another important point was the photostability of UV filter systems in sunscreens. The commission discussed the high demands placed on modern UV filters, including their efficiency, stability, and skin compatibility. It was emphasized that continuous regulatory evaluation of UV filters is necessary to ensure their safety for humans and the environment.

Additionally, a survey on phototoxic or photoallergic reactions to furocoumarins in cosmetics was presented. The results indicated that such reactions do not appear to be a significant problem in Germany, based on feedback from German dermatology clinics.

An update on the CosPaTox project addressed the safety assessment of recycled plastic packaging for cosmetic products. The commission emphasized the need to determine safe limits for contaminants and to develop appropriate test methods.

The meeting concluded with the scheduling of the next meetings of the commission. The commission's recommendations are advisory only and not binding. The chairman thanked all members for their participation and closed the meeting.
