Draft regulation for the animal welfare labelling ordinance (TierWKV)
The animal welfare label is initially to be introduced for the farming, transport, and slaughter of pigs as well as for the processing and trade of pork, pork preparations, and pork products. Regulations for other livestock species are planned and will follow.
Last year, the BMEL (Federal Ministry of Food and Agriculture) had already published a draft law for the introduction and use of an animal welfare label (TierWKG). The TierWKG aims to create the legal basis for a transparent labeling of animal-based foods and authorizes the BMEL to regulate the details of the use of the animal welfare label.
The newly presented draft of the TierWKV contains regulations on the details of the use of the animal welfare label and ensures traceability in compliance with the requirements of the TierWKG and the present regulation itself. Accordingly, the animal welfare label should also be applicable for composite foods (§ 3 TierWKV).
Additionally, the TierWKV regulates the approval procedures for control bodies and their inspection and monitoring activities (including in food processing and food retail businesses) and sets details on the design of the animal welfare label.
