The basis for the assessment of advertising claims of cosmetic products, in addition to Article 20 of Regulation (EC) No. 1223/2009, is Regulation (EU) No. 655/2013 laying down common criteria for the justification of claims used in relation to cosmetic products.
In this regulation, common criteria for advertising claims were established:
1. Compliance with legal requirements
2. Truthfulness
3. Evidence support
4. Honesty
5. Fairness
6. Informed decision-making
