Allergens and prohibited fragrance substances in cosmetics

 

The use of fragrances in cosmetic products serves to mask unpleasant as well as unusual (intrinsic) odors of many cosmetics and often contributes to the consumer's purchasing decision. However, intolerances on the skin often occur with certain perfume ingredients.

For this reason, Annex III of the EU Cosmetic Regulation VO (EC) 1223/2009 lists a total of 26 fragrances known as contact allergens, which are therefore required to be listed on the ingredients list. For leave-on products, this applies from a content of 10 mg/kg (0.001%) and for rinse-off products from 100 mg/kg (0.01%).

The fragrances Hydroxyisohexyl-3-Cyclohexene Carboxaldehyde (trade name Lyral), Atranol, and Chloroatranol have been banned since 23.8.2019. Their use in cosmetic products and placing on the market is therefore not permitted. Following the transition period, a sales ban on such cosmetics has been in effect since 23.8.2021.
