Consultation on possible restriction of octocrylene opened
Octocrylene (CAS No. 6197-30-4) is a UV filter frequently used in the cosmetics industry. According to Regulation (EC) No. 1223/2009, it may currently be used at a maximum concentration of 10% (limit for aerosol products: 9%).
This substance has been discussed for some time regarding its possible carcinogenic potential, high allergy potential, and possible environmental damage to coral reefs.
On June 17, 2026, the ECHA (European Chemicals Agency) launched a 60-day public consultation on the draft SEAC opinion on the planned restriction of octocrylene. This runs until August 17, 2026. The background is a REACH restriction proposal submitted by France.
The SEAC (Committee for Socio-Economic Analysis) mainly assesses the economic and social consequences and the availability of alternatives. The original proposal recommended prohibiting octocrylene in cosmetic products above 0.001% (w/w), particularly due to its persistence and potential environmental risks to aquatic ecosystems.
Companies, associations, and other stakeholders can submit additional information and opinions during this process before SEAC adopts its final opinion and the European Commission decides on the further legislative procedure.
For the continued use of octocrylene, data on reformulation costs, development times, technical limits in reformulation, required additional raw materials, as well as the impact of different limit values and specific burdens on SMEs are particularly important.
