Criteria for a Nationwide Regional Seal - In BAV Newsletter 03/2012
The Federal Ministry of Consumer Protection has commissioned a report to develop possible criteria for a regional labeling system. The concept of the "Regional Window" proposed in the report suggests an information field for labeling, where the regional origin of the ingredients can be declared.
A trial and introduction of this concept by an association yet to be established is to be carried out by the end of 2012.
The application of the Regional Window is voluntary. When used, the region from which the product and its primary ingredient (main ingredient) originate must be clearly defined.
The origin of the ingredients is decisive, not the sales area. Primarily, consumers should be provided with clarity about the regional origin of the products. For processed products, the primary ingredient (main ingredient) must originate 100 percent from this region. Overall, at least 50 percent of the total weight of the product must come from the region. For regional labeling, a risk analysis-based multistage certification and control system is planned. The details will be determined in the further process by the end of 2012. The application of the "Regional Window" will be voluntary. A legal regulation is not planned. Those who use the Regional Window must adhere to the requirements laid down in a statute to be agreed upon.
