Do small packages count as "pre-packaged foods"?

According to the decision of the ALTS at its 79th convention, small packages that are added to a dish as part of, for example, hotel breakfasts and sold together with it, are not considered "pre-packaged food" within the meaning of Article 2(2)(e) of the Food Information Regulation (FIR). There is only an obligation to provide allergen labeling if applicable.

However, small packages that are offered separately as a separate sales unit to complement a meal in, for example, fast food restaurants (e.g., ketchup, mayonnaise) are considered pre-packaged food.
