A recent opinion by EFSA assesses health risks from Listeria monocytogenes through the consumption of frozen fruits and vegetables.

“A low level of L. monocytogenes at the end of the production process (e.g., < 10 CFU/g) is considered compatible with the limit of 100 CFU/g at the time of consumption if all labeling recommendations are strictly followed (i.e., 24 h at 5°C). If other use conditions are foreseeable (48 h at 12°C), the L. m. concentrations must be significantly lower (not detected in 25 g).

Routine monitoring principles for L. monocytogenes should be designed based on a risk-based approach and regularly updated based on a trend analysis, where monitoring of environmental conditions plays a key role in frozen vegetable production."
