Final SCCS Opinion – Use of Benzyl Salicylate in Cosmetics

 

The Scientific Committee on Consumer Safety (SCCS) published the final opinion on the cosmetic ingredient Benzyl Salicylate (CAS No. 118-58-1) in November 2023. Benzyl Salicylate is suspected to be active as an endocrine substance.

The committee has assessed the ingredient as safe according to Regulation (EC) No. 1223/2009, provided that, among other things, the following concentration limits in cosmetic end products are observed (see Table 1 of the Opinion for an overview of all product groups):

-          Alcohol-based perfumes: maximum 4%

-          Rinse-off products: depending on the category, maximum 0.5 to 1.3%

-          Leave-on products: depending on the category, maximum 0.2 to 0.7%

-          Oral products: maximum 0.004%

-          Deodorants: maximum 0.91%
