Marketability and commercial testing of cosmetics
Generally, trading houses and retailers for cosmetic products require so-called certificates of marketability (VFB) from their contract manufacturers. These certificates are usually required prior to initial market placement and are an indispensable prerequisite for it. Additionally, trading companies routinely re-examine the marketability of products already on the market.
The VFB verifies the marketability of the product in question based on risk assessment. As test parameters, the following are conducted, among others:
- microbiological safety according to ISO 17516 guidelines
- possible residues and contaminants such as heavy metals and plasticizers
- examination of correct and complete labeling
- document review of the safety report in accordance with Regulation (EC) No. 1223/2009, the conducted notification, and proof for claims in accordance with Regulation (EC) No. 665/2013 (e.g., skin compatibility)
It should be noted here that the respective scope of inspection is agreed upon between the contract manufacturer and testing laboratory based on trading guidelines. There is no clear regulatory specification concerning the scope of inspection. This examination rather complements the required documentation and testing guidelines according to Regulation (EC) No. 1223/2009.
