Fragrances in cosmetics
In the field of analysis and declaration of allergenic fragrance substances in cosmetics, a lot is currently happening. In general, certain fragrance substances in cosmetics must be declared if they exceed a certain amount (10 ppm for leave-on products, 100 ppm for rinse-off products), and the use of individual fragrance substances is prohibited or will be prohibited.
Cosmetics containing any of the fragrance substances atranol, chloratranol, or hydroxyisohexyl-3-cyclohexene carboxyaldehyde (lyral) may no longer be sold as of August 23, 2021. Furthermore, a sales ban will apply to the fragrance substance butylphenyl methylpropional (lilial) from March 2022 onward.
A discussion with expected adoption in the first quarter of 2022 is an amending regulation that identifies approximately 50-60 additional fragrance substances with corresponding declaration obligations beyond the currently regulated ones. This is based on a SCCS opinion, which concludes that further fragrance substances need to be declared for preventive health protection reasons.
