Heavy metals in cosmetics and cosmetic raw materials
In the Regulation (EC) 1223/2009, Annex 2, several heavy metals are listed as contaminants. These substances from this annex may only be contained in cosmetic finished products in technically unavoidable and harmless quantities.
The regulated heavy metal compounds include arsenic, antimony, lead, cadmium, and mercury, with chromium and nickel also considered.
Based on a comprehensive monitoring program, the BVL in Berlin recommended maximum levels for these metals in 2016. These recommendations are currently considered the technical standard for the evaluation of cosmetic products, even from an official perspective.
The BAV Institute, part of the international Tentamus laboratory group, conducts tests for heavy metal contents in both cosmetic end products and raw materials and also offers advice on regulatory issues.
