In accordance with the provisions in Regulation (EC) No. 1223/2009 (Annex I, Part A No. 4), the safety report for cosmetic products must contain information about the packaging material. The background is that no substances from the packaging should transfer into the cosmetic product. Therefore, the relevant properties of the packaging material must be taken into account when preparing the safety report.
This is gaining more attention as so-called PCR plastics (Post-Consumer Recycling) are increasingly being used. These recyclates can more frequently contain unwanted substances, necessitating close analytical control.
Packaging material refers to the container (or primary packaging) that has direct contact with the cosmetic product. The relevant properties of these packaging materials, which are in direct contact with the finished product, are important for safety and therefore for the preparation of the cosmetic product's safety report.
Experience shows that the requirements for the packaging material are often considered too late or only incompletely when preparing the safety report. This also results in delayed preparation of the reports.
