Analysis of allergenic fragrance substances in cosmetics
The EU Cosmetics Regulation (EC) 1223/2009 governs the use and declaration of allergenic fragrances. The use of a total of 28 fragrance ingredients is regulated, mostly through a declaration obligation in the INCI list from a certain concentration onwards, the use of some individual substances is prohibited.
These prohibited substances (e.g., Hydroxyisohexyl-3-Cyclohexene Carboxaldehyde, trade name Lyral) are thus not allowed to be contained in cosmetics.
Currently, the EU is considering significantly expanding the list of these fragrance ingredients. Whether and when a re-regulation will come into force is currently still unclear.
