The Regulation (EC) 1223/2009 sets the legal requirements regarding the correct labeling of cosmetics as well as the material properties of cosmetics.

In particular, the trade requires the testing of new products by accredited independent laboratories and the creation of so-called Certificates of Marketability (VFB).
