LMIV: Origin indication for primary ingredient after all? - In BAV Newsletter 02/2013
The discussions about the so-called horse meat scandal have led to increased considerations in Europe to introduce mandatory origin labeling for the primary ingredient, within the framework of the new labeling rules effective from December 13, 2014.
The “primary ingredient” of a food product is the ingredient that comprises over 50% of the food product or is the one the consumer typically associates with the food product's name and for which a percentage indication is required in most cases.
Originally, a comprehensive impact assessment was to be conducted before introducing mandatory origin labeling for primary ingredients. This was initially supposed to be available by December 2013. It has now been agreed to bring forward the Commission's report to September 2013. This mainly concerns an assessment of the flow of goods and the costs associated with origin labeling, especially for small and medium-sized enterprises.
