New Dossier Classification Cannabidiol (CBD) submitted to ECHA

Cannabidiol (CBD) is used as an ingredient and active substance in cosmetic products. In contrast to Tetrahydrocannabinol (THC), CBD is not a psychoactive substance and does not fall under the Narcotics Act.

In February 2025, a CLH dossier was submitted by France to the European Chemicals Agency (ECHA). It proposes to classify CBD as a reproductive toxin category 1B and harmful to infants through breast milk. The dossier is currently in public consultation and can be commented on until mid-May.

Whether and in what form a classification occurs is ultimately decided by the ECHA or the European Commission. Such regulatory processes can typically take several years.
