New EU Organic Regulation (EU) No. 2018/848: Amendment on the Use of Flavors
Under the new EU Organic Regulation No. 2018/848, non-organic/non-biological flavors can continue to be used in organic products. However, their scope is limited to natural flavorings and flavor extracts, whose flavoring components are exclusively or at least 95% derived from the referenced base material (see Annex II, Part IV, 2.2.2 b) of Regulation (EU) No. 2018/848 and Article 16 paragraphs 2, 3, and 4 of Regulation (EC) No. 1334/2008 on flavorings). An example would be "natural vanilla flavoring."
In the future, organic flavors may be labeled as "organic" if, as described above, they consist of natural flavor substances and extracts, and all flavoring and flavor carrier ingredients are from organic/biological production.
Additionally, flavors will be counted as ingredients of agricultural origin in the future and will thus fall under the five percent rule when conventional flavors are used. This innovation must be taken into account in future product formulations through adjustments or changes, such as using organic flavors instead of conventional flavors.
The new EU Organic Regulation (EU) No. 2018/848 applies from January 1, 2021. Products produced before January 1, 2021, may continue to be marketed until stocks are exhausted.
