New Regulation on the Ordinance on Detergents and Surfactants

In March 2025, a draft by the European Commission for the re-regulation of detergents, surfactants, and WPR products (washing, cleaning, and cleaning agents) was adopted (draft No. C/2025/1354). The new regulation will eventually replace the existing Detergents Regulation (EC) No. 648/2004.

The following changes result:

Labeling requirements for information that must be on the labels
New: Introduction of a so-called digital product passport
New: Requirements for detergents specifically containing microorganisms
New measures regarding animal testing
Adoption of fragrance regulations analogous to cosmetic products (extended labeling requirement for new allergens)
