New study on extended labeling of fragrances in cosmetics
In a current and comprehensive study, the European Commission addressed the issue of labeling additional fragrances in cosmetics. Based on an opinion by the SCCS from 2012 (SCCS/1459/11), the inclusion of an additional 62 fragrances in the INCI list (list of ingredients) of cosmetics, in addition to the already regulated 28 fragrances, is being discussed.
The goal of this study is to evaluate different labeling options and provide an informative and appropriate labeling solution for manufacturers, traders, and consumers. The following were conducted:
- Telephone interviews with consumers
- Interviews with consumers, industry and SME associations, manufacturers, retailers, and authorities
The Commission principally highlights three options regarding further action:
- no additional regulatory measures under VO (EG) 1223/2009
- Labeling on the packaging according to current regulations (e.g., package inserts, tags, etc.)
- Electronic labeling (e-labelling) with the indication of QR code, barcode, website
In summary, it is suggested that the additional 62 fragrances should be labeled as soon as possible. Attention should be paid to a sufficient transition period for practical implementation.
Therefore, it is expected that further regulations will be made in the future regarding the declaration of allergenic fragrances in cosmetics.
