Omnibus Regulation VII as implementation of Regulation (EU) No. 2024/197 enters into cosmetics law

On 24.06.2024, the draft for the Omnibus Regulation VII was announced by the European Commission. The Omnibus Regulation VII implements Regulation (EU) No. 2024/197 in the Cosmetics Regulation (EC) No. 1223/2009, thereby transferring newly classified CMR substances (carcinogenic, mutagenic, toxic for reproduction) into Annex II (prohibited substances).

There is a total of 22 new entries, including the nitrosamine N-Nitrosomorpholine (NMOR).

Omnibus Regulation VII applies from 01.09.2025 without a transition period. All non-compliant cosmetics can no longer be sold on the EU market from this point and must be recalled in advance.
