Regulation (EU) 2024/996 for Cosmetics – Re-regulation of Vitamin A and Arbutin
On April 4, 2024, Regulation (EU) 2024/996 concerning material re-regulations for cosmetic products and the adaptation of Regulation (EC) 1223/2009 was published.
The regulation contains the following essential adjustments:
- Adaptation of Annex III of Regulation (EC) 1223/2009 to include the following substances:
- Genistein
- Daidzein
- Kojic Acid
- Alpha-Arbutin
- Arbutin
- Retinol, Retinyl Acetate, Retinyl Palmitate
Cosmetic products containing one of the mentioned substances and not complying with the new maximum limits may not be sold after November 1, 2025 (for retinols, the deadline is May 1, 2027).
- Adjustments to Annex V and Annex VI
- Preservatives Triclocarban and Triclosan
- UV filter 4-Methylbenzylidene Camphor
Corresponding transitional periods also apply for these adjustments, which are listed in the regulation text.
