The substance salicylic acid, used both as a preservative and for purposes other than preservation in cosmetics, is newly regulated by the so-called Omnibus regulation of CMR substances in the EU Cosmetics Regulation VO (EC) 1223/2009.
Salicylic acid is classified as a category 2 CMR substance. Its use as a preservative up to a maximum amount of 0.5% is still permitted. However, it is prohibited for oral products and products for possible inhalation.
The use of salicylic acid for purposes other than preservation is also more strictly regulated. Annexes 3 and 5 of VO (EC) 1223/2009 are adapted with the Regulation (EU) 2019/1966.
This amendment is valid without further transitional periods from May 1, 2020.
