Requirements for cosmetics for a successful safety report
According to Regulation (EC) No 1223/2009, a so-called safety report must be drawn up for each new cosmetic product. This report is a central component of the Product Information File (PID; English: Product Information File, PIF).
The regulation provides clear guidelines on which documents and materials are necessary to prepare a safety report. Issuance is only possible if all documents are complete. It is particularly important that the documents are checked for accuracy and plausibility, as general statements such as "suitable for cosmetics" are usually not sufficient.
In order for the safety report for the respective cosmetic product to be successfully completed, documents on the following points are particularly important:
- A complete quantitative formulation with indication of all INCI components
- Documentation on the suitability of the packaging material used for cosmetic products
- Data on the stability of the product and the associated shelf life
- A passed preservative efficacy test (PET), unless it is a microbiologically low-risk product
- Information on use such as application type, amount applied, duration, etc.
It is particularly important to note that if the formulation of the product, the packaging material, or the selection of new raw materials changes, it is necessary to adjust or review the existing safety report.
