Safety report Cosmetics – central component of Regulation (EC) No. 1223/2009

The safety report is an essential component of this regulation and a legal requirement for the market placement of cosmetic products in the EU and Switzerland.

It ensures that a product is safe for health under normal use. It plays a central role in consumer protection, as only safe products are allowed to enter the market. 

The report consists of two parts:

• Part A: Safety information such as quantitative composition, microbiological quality
• Part B: Statements on safety and qualifications of the evaluators     

The so-called “responsible person” is obliged to maintain such a report. Without a complete and properly prepared safety report, a cosmetic product cannot be sold.
