In October 2018, the "SCCS Notes of Guidance for the testing of cosmetic ingredients and their safety evaluation" (SCCS/1602/18) were newly published as the 10th revision. This version thus replaces the validity of the previous 9th version.

The Notes of Guidance provide guidance and recommendations regarding the testing and safety of cosmetic raw materials and are a valuable aid in preparing the so-called safety report, required for every cosmetic product placed on the market (according to Article 10 in conjunction with Annex I of the EU (VO) 1223/2009)).

Among other changes, the specifications regarding the microbiological quality of the final product were revised for the first time, and these are no longer explicitly listed in the notes of guidance. The reason for this is that this document is exclusively devoted to cosmetic raw materials. The compliance, assurance, and verification of microbiological quality are the responsibility of the person responsible, who must be named for each product. The state of the art here is DIN EN ISO 17516, which provides clear specifications regarding the microbiological quality of cosmetic end products (quantitative determination of the total aerobic mesophilic count, yeasts, and molds, as well as qualitative detection of specified microorganisms Staphylococcus aureus, Escherichia coli, Pseudomonas aeruginosa, and Candida albicans).
