The SCCS Notes of Guidance – a guide for the safety assessment of cosmetic ingredients and finished products

The "SCCS Notes of Guidance for the testing of cosmetic ingredients and their safety evaluation," currently in its 9th version, is a guideline for the cosmetic industry, safety assessors, and testing laboratories dealing with the safety and stability of cosmetic products.

The Notes of Guidance provide assistance and explanations for creating the safety report required for all marketed cosmetic products as per Annex I of Regulation (EC) No 1223/2009. It also includes specifications for microbiological quality and the conduction of preservation challenge tests.

The guideline refers to ISO 17516, which sets limits for the number of bacteria, yeasts, and molds, as well as requires the absence of the following microorganisms in 1g of the product: Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, Candida albicans.
