Marketability and Trade Testing of Cosmetics

Often, major retail chains for cosmetic products require so-called product clearance certificates (PCC) from their contract manufacturers. These certificates usually must be presented prior to the initial marketing and are an indispensable prerequisite for it. Additionally, the retail side often conducts routine checks to reassess the marketability of products already available on the market.

The PCC evaluates the marketability of the respective product based on risk. The following test parameters are conducted, among others:

It should be noted that the scope of testing is determined in consultation between the contract manufacturer and the testing laboratory in accordance with the retailer's specifications. There is no clear regulatory guideline regarding the scope of testing. Rather, this testing complements the required documentation and testing guidelines according to Regulation (EC) No. 1223/2009.
