Update on the labeling of primary ingredients
Art. 26 of Regulation (EU) No 1169/2011 (Food Information Regulation - FIR) contains general rules and requirements regarding the indication of the origin or country of origin of food. For example, indicating the country of origin or place of provenance is mandatory if consumer deception is possible.
There have been no regulations so far for the indication of origin of primary ingredients in the list of ingredients.
The "primary ingredient" of a foodstuff is the ingredient that makes up more than 50% of the food or that the consumer usually associates with the name of the food, and for which in most cases a percentage indication is required.
The EU Commission had announced that it would develop a regulation proposal. The adoption of this implementing regulation is now scheduled for April 16, 2018. The effective date should be April 1, 2020.
