Updated Borderline Manual Cosmetics - new entries adhesives and magnetic eyeliners

In the so-called Borderline Manual for Cosmetics (Manual of the working group on cosmetic products on the scope of application of the cosmetic regulation (EC) No 1223/2009), the two new entries were recently added:

• Glues and Adhesives
• Magnetic eyeliners

To determine whether the products in question are classified as cosmetics or not, three main points are crucial:

• Type of product: substance or mixture of substances
• Application site
• Function of the product

Only when all three points are met, can the respective product be classified as a cosmetic (case-by-case decision).
