The re-regulation on the use of salicylic acid in cosmetic products comes into final effect on May 1, 2020 (without a transitional period). From this date onwards, this substance may no longer be used in products for use in oral care products and products that can lead to exposure of the consumer's lungs.
The use of salicylic acid is regulated through both Annex 3 (list of restricted substances) and Annex 5 (list of permitted preservatives) under Regulation (EC) 1223/2009.
The maximum contents depend on the intended use in the respective cosmetic product.
In addition to salicylic acid, the rectification of Regulation (EU) 2019/1966 also introduces new regulations for other substances and changes in the annexes of the Cosmetics Regulation.
