Contaminants: Heavy metals in cosmetic products
Some heavy metals are listed in Annex II (list of substances prohibited in cosmetic products) of the EU Cosmetics Regulation (Regulation (EC) No 1223/2009). Accordingly, the substances of Annex II may only be present in cosmetics in technically unavoidable and safe quantities.
Especially in cosmetic products that contain high proportions of inorganic or mineral components, such as powder and cream products, decorative cosmetics, and toothpastes, a possible heavy metal contamination is to be expected. These include compounds such as arsenic, antimony, lead, cadmium, and mercury.
To obtain representative guidance values for determining technically unavoidable heavy metal content in cosmetics, the BVL has established maximum levels for these metals as recommendations within the framework of an extensive monitoring program. These values are currently being used as the state of the art for the assessment of cosmetic products, also by authorities. Nonetheless, manufacturers are urged to make responsible raw material choices and practice good manufacturing to reduce heavy metal content for the sake of preventive consumer health protection.
