New guidelines for cosmetics export to China published

In early April, China’s NMPA (National Medical Products Administration) released the “Technical Guidelines for Cosmetic Safety Assessment.” These will replace animal testing for products starting May 1, 2021.

The guidelines are part of the new Cosmetic Supervision and Administration Regulation (CSAR).

Two points are particularly relevant:

- By January 1, 2022, cosmetic manufacturers must create and maintain a safety report for their products

- Until May 1, 2024, a simplified version can be created according to the guidelines

The texts are currently not yet available in English, and further guidelines will be gradually published by the authorities throughout the year.
